An identified requester can challenge an OPRA denial through the Government Records Council or New Jersey Superior Court. Anonymous requesters cannot bring these proceedings; a complaint must use the requester’s accurate name. The GRC route has no filing fee and requires its Denial of Access Complaint form. Act promptly: GRC instructions set a 45-calendar-day filing limit, with specific calculation rules. Save your request, denial and correspondence. GRC accepts email, mail or fax; its former e-filing system is unsupported. Check the current instructions before filing.

What to do next

Read the GRC complaint instructions, download its current form, and verify the applicable filing deadline.
