Background

Declan J. O'Scanlon Jr. is a Republican member of the New Jersey State Senate, representing the 13th Legislative District (northern Monmouth County) since January 9, 2018. A lifelong resident of Monmouth County, O'Scanlon previously served in the New Jersey General Assembly from 2008 to 2018, where he represented the 12th District until it was redistricted as the 13th District in 2012. He serves as the Senate Republican Budget Officer, a position he has held since 2022, having previously served as Assembly Republican Budget Officer from 2011 to 2017.

O'Scanlon began his public service career on the Little Silver Borough Council, where he served from 1994 to 2007 and also acted as the borough's police commissioner. Professionally, he is the Chief Executive Officer of FSD Enterprises LLC, a wireless communications infrastructure consulting firm he founded in 1995 that specializes in municipal wireless ordinance construction and infrastructure siting. He holds dual bachelor's degrees from Monmouth University in psychology and finance. O'Scanlon and his wife, Heather, have two children and have resided in Little Silver for over three decades.
