The State Rental Assistance Program page currently says its waiting-list opening has closed. SRAP provides housing subsidies for eligible very-low-income New Jersey residents. When a waiting list opens, submitting a pre-application does not guarantee a place on the list or a rental voucher; the published process uses a lottery and eligibility review. Check the state's current announcement before trying to apply, because the page also retains dates from an earlier enrollment period.
