New Jersey General Assemblywoman, District 13
Victoria A. Flynn was born on July 14, 1972, in Hoboken, New Jersey. She graduated from Rutgers University and earned her Juris Doctor from Seton Hall University School of Law in 1999. She has spent her professional career as an attorney, practicing law for more than two decades.
Flynn entered public service through school board politics. She served on the Nutley Public Schools Board of Education from 2011 to 2013, where she was elected vice president in 2013. She subsequently moved to Holmdel Township and was elected to the Holmdel Township Public Schools Board of Education in 2016, serving as president from 2018 to 2021. Her school board tenure focused on educational policy and district governance.
Flynn launched her campaign for the New Jersey General Assembly in 2021, seeking to represent the 13th Legislative District, which covers portions of Monmouth County. She challenged incumbent Republican Assemblywoman Serena DiMaso in the primary and won the Republican nomination. In the November 2, 2021 general election, she was elected alongside Republican Gerard Scharfenberger, defeating Democratic candidates Allison Friedman and Erin Howard. Flynn was one of a record seven new Republican Assemblywomen elected in 2021, joining seven Republican women incumbents who won re-election that year.
She was re-elected in November 2023 alongside Gerard Scharfenberger and again in November 2025. In the Assembly, she serves on the Financial Institutions and Insurance Committee, the Housing Committee, the Judiciary Committee, and the Joint Committee on the Public Schools. She previously served as Deputy Republican Conference Leader from 2023 to 2025 and as Republican Parliamentarian.
