Gang Lyrics Lead to 50-Count Racketeering Indictment

TRENTON—Fifteen alleged members of the South Trenton-based “OutSouf” street gang stand indicted on a 50-count racketeering indictment. The 28-month investigation spanned Trenton, Hamilton Township and Ewing Township. The gang allegedly left two men dead and employed stolen vehicles with swapped license plates to frustrate law enforcement detection.
Justice Chambers, 25, of Trenton, faces first-degree murder for the August 19, 2023 killing of Taquan Fox, also known as “T.F.” He allegedly killed Balil Lewis, also known as “B.L.,” on September 16, 2023. Chambers serves as the gang's alleged operational chief, alongside deceased high-ranking member Jhosse Tolentino, killed April 9, 2023. Charging documents filed March 3 by the Division of Criminal Justice indicate Tolentino’s death sparked the gang’s retaliatory campaign.
Semaj Parker allegedly served as mid-level management. Jihad Jackson functioned as the firearms keeper. He allegedly maintained “community guns”—firearms shared among members to prevent ballistic tracing. Lower-level shooters included Zai’yae Rowell, Nychee Carmona, Deon Folkes Lawson and Elijahwon Jackson. Associates Kymir Lewis-West, Yasin Brantley, Kaheem Godbolt, Stanley Davis and Neylis Vargas allegedly participated without direct roles.
Three juveniles, identified as B.B., E.M. and Z.R., face charges. Their ages and specific charges remain sealed under family court protocols. Thirteen defendants remain detained pending trial. Two adult defendants are not in custody. This contradicts earlier reports suggesting all fifteen remained jailed.
The indictment centers on “drills”—coordinated violent operations to avenge Tolentino’s death. Gang members are accused of killing Fox using a stolen Ford Escape on August 15, 2023, before allegedly murdering Lewis on September 16, 2023, to continue the retaliatory campaign. The gang allegedly swapped license plates on stolen cars to frustrate tracking.
Investigators seized firearms from Jackson on October 6, 2023, and January 18, 2024. On January 23, 2025, law enforcement recovered three firearms from a stolen Honda CRV taken three days earlier.
The gang allegedly posted rap videos claiming credit, including one uploaded April 9, 2024, the first anniversary of Tolentino’s death.
New Jersey Attorney General Jennifer Davenport announced the indictment March 3, alongside Division of Criminal Justice Director Theresa Hilton, State Police Superintendent Jeanne Hengemuhle, Mercer County Prosecutor Janetta Marbrey and Trenton Police Director Steve Wilson. Deputy Attorneys General Elizabeth Newton and Jaclyn Dowd, as well as Special Deputy Kyle Petit are prosecuting for the DCJ. Mercer County Assistant Prosecutors Daniel Matos, Scott Gershman and Laura Sunyak handle the county prosecution.
If convicted, Chambers faces 30 years to life for murder, with a 30-year mandatory minimum. Leader of organized crime carries 25 years to life, with a 25-year mandatory minimum. Racketeering convictions bring 10-to-20-year sentences with 85 percent parole disqualification and fines up to $500,000. Second-degree offenses carry 5-to-10-year terms. Community gun possession carries mandatory minimums under recent legislative amendments targeting shared firearms.
The April 9, 2023, homicide of Tolentino remains under investigation with no disclosed suspects. The specific identities of the two non-detained adults, arraignment dates and social media platforms used have not been publicly released.
